Brazil’s PGFN sets small-value debt negotiation terms for MEIs
The Ministry of Finance says the MEI Small-Value option is limited to eligible active-debt registrations. A headline about discounts does not establish that every MEI qualifies.
What the PGFN announced
On October 2, 2026, the National Treasury Attorney General’s Office (PGFN), under Brazil’s Ministry of Finance, announced two new debt-negotiation notices and extended three others. One new option, called MEI Small-Value, is for individual microentrepreneurs (MEIs) with eligible active-debt registrations of up to five minimum wages, listed by the ministry as R$8,105. The notice identifies revenue code 1537.
The announced enrollment period is October 1, 2026, through January 29, 2027. The ministry describes payment in up to 60 monthly installments and a 50% discount under this option. Those terms belong to the specific small-value modality; they are not a universal discount for every debt or every MEI. The official Regularize portal is the place to check the available terms for an individual registration.
Identify the debt before comparing a discount
Start with the registration and modality shown in the official service. A headline, total debt amount or MEI status alone does not prove that a registration is covered by code 1537 or meets the notice’s requirements. The notice concerns a specific type of active debt and should not be mixed with the other PGFN programs announced at the same time.
Before comparing options, record the responsible agency, debt type, applicable notice, enrollment deadline, installment count and total amount displayed by the official portal. A percentage taken out of context may apply only to part of a debt or to another modality. This article does not determine an individual taxpayer’s eligibility or calculate a settlement.
A fictional example of document organization
Imagine a microentrepreneur who finds two posts describing different discounts. They make a separate note for each offer with the agency, debt type and enrollment dates, then compare those details with the notice and the Regularize account. If the documents do not match, they keep the question for the official service instead of assuming that the more generous term applies.
This example is fictional. It does not establish eligibility or recommend accepting a negotiation. Do not post a tax ID, login, debt statement or other personal financial information in blog comments or public messages.

ConverteArq commentary
Our editorial view is that the key public-service detail is the scope of the option, not the largest percentage mentioned among several notices. People can arrive at the same headline with different registrations and therefore see different conditions. Naming the code, period and official portal helps prevent those offers from being conflated.
This article does not assess a person’s ability to pay, determine eligibility or enroll anyone in a program. Its practical contribution is a checklist for comparing the official terms. The ministry’s notice was published on October 2 and updated on October 5, 2026; readers should confirm current details in Regularize before making a decision.
