Four Brazilian provisional measures expired: what the end of their validity means
Translation and official source checked October 20, 2026 · ConverteArq Editorial Team
The measures covered vehicle finance, a diesel subsidy, flood recovery and airline working capital. Their expiry does not by itself resolve every earlier contract.

Which measures expired
In a notice published on October 9, 2026, Brazil’s Chamber of Deputies said four provisional measures expired between September and October. MP 1362/26 opened R$30 billion in extraordinary credit for Move Brasil, a program for eligible buyers of sustainable vehicles costing up to R$150,000. MP 1363/26 authorized a subsidy of R$1.12 per litre of road diesel sold by authorized producers and importers.
MP 1364/26 opened R$49.2 million for food security and productive inclusion for families affected by floods in Pernambuco and Paraíba. MP 1365/26 directed R$1 billion to working capital for airlines operating regular domestic services. These amounts and purposes are those reported by the Chamber; this article does not claim that every allocated amount was spent.
What expiry changes
Provisional measures take effect when issued, but must be approved by both the Chamber and Senate within the constitutional period to remain in force. The Chamber says these four measures were not approved in time and lost effect. That ends the authorization for new operations relying solely on them; it does not establish that every earlier contract or payment was automatically cancelled.
The Chamber also says funds already used do not have to be returned and that Congress may regulate legal relationships arising from acts carried out while the measures were in force, through a legislative decree. The practical consequence can depend on the program, the date of the operation and later rules. The institutional notice is a starting point; contracts and guidance from the implementing agency should be checked separately.
How to check a message about a benefit
Start with the provisional-measure number and the date of the transaction. Then check its legislative record and look for later acts that extended, replaced or regulated the program. Establish whether the question concerns a new application or an operation completed while the measure was in force. A program’s commercial name alone does not show whether new applications are still authorized.
Hypothetical example: one transport company finds an old post about credit and wants to apply now, while another signed an agreement during the measure’s validity. The two situations require different documents. This article does not determine individual rights or calculate refunds; it organizes the questions that help readers find the applicable rule and record.

ConverteArq commentary
Our view is that a report about the expiry of a temporary measure should show its numbers and limits. Listing the four measures distinguishes a diesel subsidy, vehicle credit, flood assistance and airline financing. Without that separation, a headline about “ended programs” can suggest that different measures had the same audience or effects.
For a site about tools and useful information, the practical contribution is a verification checklist: measure number, validity period, transaction date and the implementing agency’s document. This does not replace legal or administrative advice, but it helps avoid treating an expired authorization as an automatic answer about earlier contracts. We keep the Chamber’s statements separate from questions that depend on a specific case.
